Subject: [PATCH] pmaports.cfg: Bump pmbootstrap minimum version to 3.8.0

Since c957fa0c830b12786a97e245185839cc9d0a9a18, pmbootstrap versions
older than 3.8.0 crash during pmbootstrap init. Bump the minimum
required version communicate to users that they need to update.
