temp/libx86emu-dummy: new aport
libx86emu only exists on x86 and x86_64. Because of this, the hwinfo APKBUILD has to use conditional dependencies to install it when it is available. pmbootstrap doesn't have support for this logic currently, so creating a dummy, empty package for arches that doesn't have it works.
