ci: Run kconfig generate in CI on kconfigcheck changes

kconfigcheck changes can be validated with the generic kernels and we don't want changes to kconfigcheck to break generic kernel config generation. Part-of: <https://gitlab.postmarketos.org/postmarketOS/pmaports/-/merge_requests/9344>
