treewide: finish moving community firmware under /usr/
Modifies mkinitfs *.files files to expect firmware under `/usr/lib/` and
cleans up firmware installs missed by the initial migration.

oem-intel: add i915 DMC fw to initramfs (MR 5237)
Intel >=gen9 GPUs require DMC firmware to support some runtime low power
states, it's loaded when i915 starts so let's make sure it's in the
initramfs.
