Clayton Craft 0648d45d76 device/*: migrate device packages to new kernel cmdline config system 
This migrates all device package to the new system, which is documented
here: https://docs.postmarketos.org/pmaports/main/kernel-cmdline.html.

It also replaces old initramfs params (PMOS_NOSPLASH and
PMOS_FORCE_PARTITION_RESIZE) from the cmdlines with their modern
equivalents, so we can finally get rid of those.

Raymond Hackley abfa1c36dd samsung-rossa: drop deviceinfo_keyboard 
This property is obsolete:
Programs should automatically detect if the device currently has
a keyboard or not (often it can be hotplugged anyway).
