Changelog:
- Support busybox 'date' command
BB's `date` doesn't support the long form for args (e.g. `--utc`), only
the short form, while coreutils supports both versions. By using the
short form swclock-offset can support both versions of `date`
Fixes#3585

The Makefile of swclock-offset was previously changed to install the scripts
according to the /usr merge. In the service files for openrc and systemd,
however, the paths to the scripts need to be adapted as well. Version 0.2.4
catches up on this.

- now installs to /usr by default
- now installs systemd service files by default
- added -systemd subpkg to handle service files

This upgrade has no effect on postmarketOS, as there were only systemd
service files added to the repository. The upgrade is done solely to
keep track with the newest version.

If the system time jumps back and forth before installing the package
"swclock-offset", OpenRC can get confused whether the current dependency
tree is old or new. To resolve this confusion, the dependency tree cache
is updated within the post-install script of the openrc subpackage.
Some devices have a working but non-writable real-time clock (RTC).
This package contains two shell scripts: One writes the offset between
'hwclock' and 'swclock' to a file at shutdown, another one reads the
offset from the file at boot and sets the 'swclock'. This way the system
time in userspace is kept in present time.
