On a new installation, the OpenRC subpackage can be installed before the
main package. The modem-gnss service is already needed when the
subpackage is installed. Move the service file to the subpackage so new
installations don't error out.

The google-sargo is not quick enough to handle the default plasma-camera
settings. The resolution is a setting too high so this sets it back to
720p which works well enough.
The codec is set to default but I'm adding it to make sure it's
something we know works when the upstream default changes.
The app still says the codec can't keep up but we can't get much better
out of it currently.

By sharing the config file and making the systemd unit files match the
openRC ones as close as possible.

And add Richard as codeowner.
Also move linux-postmarketos-qcom-sdm670 and alsa-ucm-conf-qcom-sdm670
which otherwise are used by google-bonito, which remains in testing.
For that, enable the kernel config check and update the config
accordingly.
