Clayton Craft 97b9d77632 main/postmarketos-qemu-common: disable hw cursors on wlroots 
This partially works around #2246

This is setting a var specific to wlroots, BUT many UIs use wlroots and some
(phosh) vendor it so adding a single text file with 1 line in it seems better
than having at least 2 extra subpackages (1 for installing if phoc, 1 for
installing if wlroots, and others?)
