Clayton Craft 1045ec382b main/postmarketos-duranium: work around systemd boot-disk loop regression ...

systemd commit d8a6258 restricts the boot-disk loop device trigger to
optical drives only, which breaks subpartition discovery devices that
use subpartitioning. This adds a udev rule to restore the loop trigger
for non-optical devices.

Upstream bug: https://github.com/systemd/systemd/issues/42667
