On cold boot, msm-modem-uim-selection's default 4-second SIM detection timeout expires before the modem's UIM service is ready, leaving ModemManager stuck in a "sim-missing" failed state and requiring the user to manually run `systemctl restart ModemManager`. Install a systemd drop-in override that increases SIM_WAIT_TIME from the default 4 seconds to 30 seconds, giving the modem enough time to finish initializing on this device.
