Before this change plasma-mobile required authentication to set the timezone during the first boot setup flow. Now plasma-workspace includes the file from https://gitlab.alpinelinux.org/alpine/aports/-/blob/d61317fd62d0729c76478cf2be3f79d1c7add4a7/community/plasma-workspace/org.kde.timezone.rules. This ensures that all the plasma front ends allow setting the timezone during first boot setup. Part-of: <https://gitlab.postmarketos.org/postmarketOS/pmaports/-/merge_requests/8925>
