Aster Boese 1c12db10d3 main/devicepkg-dev: add logic for downstream kernels without _config ...

The git version of pmbootstrap generates kernels without _config.
Because devicepkg-dev expects this variable, it should be set to
what pmbootstrap has replaced the variable with unless the
variable is manually set.
