Antoine Martin 53053d2159 device-pine64-pinenote: add modprobe rules from debian image (MR 6021) ...

Modprobe rules sets sane defaults for `rockchip_ebc` module and fixes
panfrost driver loading.

Other changes;
* take maintainership of port
* udev rule for `rockchip_ebc` now makes `dclk_select` parameter
  accessible to group video
* add `pinenote-dbus-service` dependency
[ci:skip-build]: already built successfully in CI
