Neither ppc64le nor loongarch64 use vendor kernels, so the old GCCs packages are not required. They currently don't build either because of a couple of problems when building with GCC 15. If we really want to, ppc64le can be re-enabled once those problems are resolved, since it is supported since GCC 4.9. loongarch64 needs a much newer GCC.
