Oliver Smith 7f09128ba4 extra-repos/systemd: plasma: disable riscv64 ...

build-edge-riscv64 currently shows "lost" as status on
https://build.alpinelinux.org/. Let's disable riscv64 for these packages
again so we can update the packages for the other arches.
