Modprobe rules sets sane defaults for `rockchip_ebc` module and fixes panfrost driver loading. Other changes; * take maintainership of port * udev rule for `rockchip_ebc` now makes `dclk_select` parameter accessible to group video * add `pinenote-dbus-service` dependency [ci:skip-build]: already built successfully in CI
