Oliver Smith 88559d9e8c u-boot-manta: fix build ...

* Use a stable source tarball by using the latest commit on the
  "lat3st/google-manta".
* Depend on bash, as it is needed during build.
* Remove usage of empty variable depends_dev while at it.
