The flo bootloader discards the first 26 characters of the kernel cmdline. The conversion to the new kernel cmdline configuration in !7830 now causes "quiet" from 00-base.conf to be prefied before the xxxxx padding workaround, which caused the effective cmdline to begin "xxxxxxconsole=ttyMSM0,115200,n8" (quiet discarded, and console no longer would parse). Putting the xxxxx workaround in a file that sorts before 00-base.conf causes the intended characters to be discarded.
