ci: add a tag to allow skipping hw-ci jobs

There is the ocasional or rare case in which this can be useful
independently of [ci:skip-build], like if something is very urgent and
blocked due to something that only affects HW-CI. We already do not
block merging if actual HW fails the tests to avoid reliability
issues, so this is purely for software bugs.

* `[ci:skip-hw-ci]`: Do not run any jobs associated with hardware CI. This is
useful if there is something urgent that needs merging and there is some
regression in the jobs that do the preparation for the runs on the actual
hardware.
