device-google-blueline: depend on userspace pd-mapper

Currently there is a bug in in-kernel pd-mapper (https://gitlab.postmarketos.org/postmarketOS/pmaports/-/work_items/3481).
So we depend on userspace pd-mapper in all sdm845 devices. Do the same here.
Required to get wifi and audio working.
