Pablo Correa Gómez d035338047 ci: fix remaining ruff issues and run ruff format 
We only disable LOG015 rule, as in the simple situation of pmaports,
it doesn't matter too much if in pytest we are using the root logger
or a custom one.

Pablo Correa Gómez 69e772d561 ci: remove unnecessary add_pmbootstrap_to_import_path 
Since the previous commit we just set the PYTHONPATH globally, which
is saner than include this everywhere.

Pablo Correa Gómez bc3fb78958 ci: lib: integrate add_upstream_git_remote into get_base_commit 
add_upstream_git_remote was just being run at beginning of every
method using get_changed_packages or get_changed_files, to have
upstream available to use get_base_commit. So then, just move it to
get_base_commit. As a positive side-effect, since the previous commit
get_base_commit will just use the gitlab variable if available. So in
CI we will just completely avoid running these two commands!

Pablo Correa Gómez c83457fed4 ci: don't re-do packages check in build_changed_aports 
Since 218d0b1745 the pipeline is created
dynamically. This check already exists in the "commits" lint job. So
let's avoid duplicating it.

Alexey Minnekhanov 04c1456e7b CI: check for enabled arch for extra-repos/systemd too (MR 6162) 
This check is present for "normal" packages, duplicate it for
ones that are thrown into "retry build with systemd later" list.

We need to explicitly pass with_extra_repos="enabled" arg to
find() to avoid getting cached "package not found in repos" result.

Clayton Craft a44590ec47 ci: build_changed_aports: fix building changed aports in extra-repos/systemd (MR 5576) 
With this change, the build test will only build changed aports when
they are in an enabled repo. It will also detect when a changed aport is
in extra-repos/systemd, and build it later with systemd support enabled.

Oliver Smith da52dace85 CI: adjust .ci/common.py users to pmbootstrap ci (MR 3608) 
Adjust all CI scripts that make use of .ci/common.py to
'pmbootstrap ci'. Move all scripts that are not direct entry points to
running CI scripts to .ci/lib.

Comment out the dtb check, as it is failing. Apparently it didn't run
properly before. Let's fix this after this CI change is done.
