jane400 8c07ab2f00 systemd/systemd: don't force disable everything with presets (MR 5207) (MR 5563) 
This changes it into a default disable.

`disable *` selects all units and hence overrides all previous presets.
Just using `disable` just changes the default unit enablement policy.
